Fourth Meeting of South American National Orienteering Federations and First Forest Championship
On July 23-24, this much awaited activity took place. It had been announced in December 2005 by the President of our Federation, at the South American Championship of Río Grande do Sul, Brazil.

We used a brand-new map which we devised –with the help of the Military Geographic Institute- of a large area of the Ezeiza Forest.
As always, we counted on the cooperation of the National Sports Department, the Argentine Army, which gave us healthcare support, and a large number of officers, NCOs and civilians who participated in the control of the event and in other scheduled activities.

The Tourism and Sports Department of the Buenos Aires Province Government arranged for the event to be declared in the provincial interest.

We would like to make special mention of the members of the Uruguayan Orienteering Federation, who in spite of the problems that arose with a border crossing –which had nothing to do with the sport and forced us to reschedule the event- attended the event with a full team of athletes and leaders, and had an excellent performance in the tests and in the technical meetings.

We also implemented a computer program for controlling the events, which we downloaded with the authorization of its author, from the webpage of BAVECO from Santa Catarina, Brazil, free of charge, operated by Lic. Norma Rivera, who was also in touch with the author, creating a fruitful technical dialog between them.

These attitudes boost and reinforce the true cooperation flow that must exist between those who have attained higher levels of progress and those who, like us, are trying to learn and grow.

Unfortunately, the Presidents and /or representatives of the national entities were unable to meet to address organizational, statutory, and operational issues of our incipient regional organization, in spite of having made the necessary arrangements, because only the representatives of the Uruguayan Orienteering Federation responded to our invitation.

The information about this International Meeting is highlighted with a different font in this summary, because it was our launch in the preparation, management and execution of an event that we owed to ourselves, in order to be evaluated by all those who had helped us grow.

World Military Orienteering Championship - International Military Sports Council (CISM) - ORIENTEERING 2006 – Brazilian Military Sports Confederation (CDMB)

This major championship organized by CDMB convened participants from 28 countries all over the world, including the President of the Orienteering Sport Federation of Argentina, in his capacity as retired military man.
It was held in a fascinating site, the Faxinal do Céu Training Center, in Guarapuava, Pinhâo, Paraná, BRAZIL.
In our opinion, it was the largest event of Orienteering Sport ever conducted in South America, with an organization in which nothing was left to chance; the most outstanding feature was the warmth, dedication and honesty in procedures demonstrated by all the members of the Brazilian Military Sports Confederation.
Seriousness, excellence in technical and sports activity and a polite treatment was experienced throughout the Championship.
We would be unfair if we mentioned anyone in particular—everything was marvelous.

At the event, a meeting was held with the IOF representative (Fernando Gómez), and the representatives of almost all countries in the Americas as well as the members of the Spanish Delegation. The meeting served to exchange ideas and opinions and to establish pre-agreements.
The anecdote is that there were delegations of South American military men that were not aware of the existence of a Federation and / or Association. At the meeting, the possibility of bringing to our countries highly-skilled Spanish or Portuguese speaking personalities, through the IOF.

This is in agreement with our theory, already put forward at the Cartagena de Indias Congress, which we attended thanks to the fact that the Argentine Olympic Committee paid our ticket, and due to the brilliant organization provided by the Colombian Orienteering Federation and the Colombian Olympic Committee. There we expressed, as is stated in the Agreement, among other things, that we should “have Spanish or Portuguese speakers of renowned professional track record come to our country.”

“Orienteering tourism” trips are also good, but they do not facilitate participation by many South Americans or the transfer of knowledge in courses of credible duration and contents.

We believe that his meeting was very important and clarified a series of aspects, such as:
In view of the degree of organizational and executive efficiency of the World Military Orienteering Championship that we mention in this Chapter and based on our experience from many competitions conducted in that country, it may be concluded that BRAZIL has reached the highest state of development in the Orienteering Sport in South America, and has achieved it particularly through its Armed Forces, with an intelligent, uninterrupted effort since 1970, as perhaps Colonel TOLENTINO PAZ DA SILVA, a pioneer of Orienteering, and General JOSE CALAZANS DE CARVALLO may have dreamed it. In addition, it has relied on the continued dedication and interest of many officers, NCOs and civilians who joined efforts, like those who participated in the 1983 event in Curitiba or those who in 1986 jointly with Prof. LEDUC FAHUT, and disseminated the sport for civilians across several cities of BRAZIL, creating the Brasilia Orienteering Club and the Floresta Orienteering Club, founded by military from the three Armed Forces in conjunction with civilians who were interested in this practice.

The proposals we put forward at the meeting reflected our reality, which is very different from that of Brazil or other South American countries, and was clearly set out.

We organized a family orienteering event in Palermo, in one of the member clubs, with the Palermo Golf map.

On September 6 and 7, we conducted an Introductory Course on Orienteering for Physical Education students and teachers at the Sports Training Institute (Instituto de Capacitación Deportiva), Victoria City, Buenos Aires Province.

We sponsored, attended and supported the course organized by L Kleimann, on Level 1 Mappers and Orienteering Event Organization, delivered by Adriano Bevilaqua, from BRAZIL.

On December 3 and 4, we attended, with a small group, the Eighth South American Orienteering Championship, in Sâo Martinho da Serra, RS Brazil.

We announced the FOURTH MEETING OF SOUTH AMERICAN ORIENTEERING FEDERATIONS, and a meeting of the presidents to complete the drafting of the CSO Statutes.

On December 8, we conducted an event, led by Ana M. Vázquez, called “Precision Orienteering” for twenty-five participants with motor disabilities, at CEDENA – EZEIZA.

Orienteering in Argentina - Part four

Coincidentally with the visit to Argentina of EUSEBIO GARCIA GOMEZ from SPAIN, sent by the IOF, this stage is called the “Prelaunch,” given that we started achieving a series of objectives that we had set for ourselves.

1992
The Military Geographic Institute (IGM) prepared for us a map a the scale of 1:10,000, specifically designed for Orienteering, of the plot of the NATIONAL MILITARY SCHOOL, and in October we conducted a Clinic and the First Orienteering Event of the Institute, with markers made of cardboard, paper and codes that were logged in the control card.

1993
We introduced Orienteering at the San Fernando Physical Education Institute, Buenos Aires Province, for the fourth year of the Physical Education Teacher Training Program, as an optional subject, taught by Professor O. Bianchi. During development, we conducted all kinds of exercises and two races, one with the Palermo Golf map and the other one with a simple map of the Sports Field of the Institute (so-called “Siberia”), which we prepared for that purpose.

1994
In November, without any kind of outside support, we visited the PHYSICAL EDUCATION SCHOOL OF THE BRAZILIAN ARMY, in Fortaleza de Sâo Joâo, Rio de Janeiro, BRAZIL, and we interviewed -contacted through MIGUEL BORRERO ALVAREZ and EUSEBIO GARCIA GOMEZ- Lieutenant Colonel SÊRGIO GONÇALVES BRITO, from the Brazilian Army, Professor of the Orienteering Subject in that School, from whom we received a wealth of information. He gave us support and shared his experience with us, and we invited him to visit our country.

KJELL MELANDER and JORGEN GUSTAVSSON, sent by World Wide Orienteering Promotion (WWOP), visited Salta Province and prepared two maps (San Lorenzo and Universidad Católica), which later on would be used by PEO and a group of European for teaching courses.

We continued working with civilians and the army.

1995
On January 2, Per Oloff Bengtsson (PEO) arrived in Buenos Aires, escorted by a group of people from Sweden, Norway, Germany and Finland. On January 3 and 4, a mini-clinic and two races (individual and relay) were carried out, using the old PALERMO maps, but at the scale of 1:15,000.
The activities were attended by some of the pioneers, cilivians, group leaders, Scout members and Army representatives.

We provided support for PEO and his group (without asking or receiving any monetary compensation in return), making them feel at home in our country, in appreciation for their work.
Then they moved to Salta Province, with the assistance of the Army Officer that had served as translator in 1973.

We were invited by Lieutenant Colonel SERGIO BRÎTO (Brazil) to attend the First South American Orienteering Championship, in the city of SANTA MARIA, RS, BRAZIL, organized by the Santa María Orienteering Club.

The members of the delegation included the students of Physical Education Training for Army Officers and a civilian.
Carlos Roque Dengel won the second position in the H20 Beginner Category among thirty participants. Approximately four hundred people –mostly Brazilian, seven from Argentina, and one from Sweden- took part in said South American Championship.
It was a great experience. The delegation was also received by the Commander of the Third Corps of the Brazilian Army.

1996
On April 8-12, Prof. O Bianchi participated, paying for all his expenses, to the city of Murcia, Spain, invited by the Spanish Group of Orienteering Clubs (Agrupación Española de Clubes de Orientación -AECO), as Observer and Technical Collaborator, in the “World Cup of Orienteering Veterans,” organized by the IOF.

There, he met Lennart Levin, IOF Secretary General, and submitted the documentation required for the recently created ARGENTINE ORIENTEERING SPORT FEDERATION (FDORA) to apply as member of the INTERNATIONAL ORIENTEERING FEDERATION (IOF)
Our National Flag was first hoisted in an IOF World Championship.

Additionally, he participated in the Ninth International “Martin Kronlund” Trophy, in Sierra de Guadarrama, and was invited to accompany a group of children in their debut in Orienteering.

He also attended, as an observer, the “First Costa Blanca International Orienteering Trophy” in Alicante, Spain.

The main objective was to get familiarized with event organization and develop a network of contact people within the Orienteering world.

In Murcia, he made a personal purchase of 100 (one hundred) compasses of Russian origin, which he later used and made available free of charge for all courses, races and clinics he organized, as well as for use by people related to the Federation.

On June 29-30, invited by the Government of Santa Cruz Province, we carried out an Orienteering Course and race (demonstration) in the square of Rio Gallegos City, with the participation of 138 people. A simple map of the city’s central square was prepared. As a peculiarity, this would be the first and southernmost of the courses delivered as of that date in the world, with a temperature of 15º C below zero.

We received the visit of SIVERT AXELSSON and ULF ERICSSON, from Sweden, sent by PEO. They prepared five maps, with the support of the Argentine Army and of the Military Geographic Institute, and with our permanent support and company. (Palermo Golf - Palermo Rosedal – Ezeiza – Bosques del Parque Pereyra Iraola, and a new map of the National Military School). We provided accommodation at the Officers Hotels of the National Military School – Infantry Regiment 1 and Communication Battalion 601.

On November 20, with an orienteering map, scale 1: 10,000, prepared by the Military Geographic Institute, we held an event for the entire second year of Military School General San Martín. Sivert Axelsson and Ulf Ericsson, from Sweden, traced the trails and controlled the competition.

We contacted Milton Orrego and others in URUGUAY to introduce them to the Swedish men who were in Buenos Aires, so that they would decide where the map should be charted for the subsequent trips of PEO and their groups.

We continued working with civilian organizations (Scout Groups) and the Army.

Orienteering in Argentina - Part three

1987 - 1997
In this stage, we have tried to summarize the efforts of many people and entities that were interested in knowing what this discipline was about, and later on set out to promote and disseminate the sport in the country.

From this point onwards, we provide a brief account of the actions conducted by all those who have selflessly devoted their time and effort to pursue shared goals.
Let this recollection serve as a recognition at the national, regional and international levels.

1987
After eleven years of scarce or no activity in Orienteering, with little knowledge of this discipline even in the sports and professional milieu, but with plenty of hope and above all, a big desire to learn and convey the basic technical aspects of our sport, a small group of members of the Argentine Army resumed, with renewed energy, the task within the Army and among civilians. They introduced briefing courses, clinics and races, with maps at the 1:20,000 scale and some magnified photocopies of 1:25,000 maps available from the Argentine Military Geographic Institute (Instituto Geográfico Militar - IGM).

1988/1990
The Orienteering Sport, under the name of “Orientación Terrestre,” was introduced as a curricular subject in the Training Program for Physical Education Officers of the Army, following the initiative of the leader of said training program, and relying on the experience gained by the pioneers and the bibliography, based on the translation we brought from France in 1973 and the book “La Course d’Orientation” (Health in Running) by Jean Claude Silvestre (French) and other documents we started to acquire, gather and, in some cases, translate.

1991
The arrival in Argentina of EUSEBIO GARCIA GOMEZ (Sebi) from Spain, sent by the Promotion and Development Committee of the International Orienteering Federation (IOF), somewhat changed the idea that some of us had regarding the activity we had undertaken. He conveyed to us the IOF’s interest in calling on new entities to join as members, based on the experience they had gained so far, and to that end, an entity had to be created.
We immediately set down to work.
He brought a map of PALERMO GOLF, magnified at the scale of 1:15,000, and prepared a simple map of the National Sports High Performance Center (CENTRO NACIONAL DE ALTO RENDIMIENTO DEPORTIVO - CENARD). These maps were used for organizing two racing events.

Orienteering in Argentina - Part Two

1976 - 1986

During this period, some internal and inter-force competitions were carried out in the Armed Forces.

Argentine Army officers took courses, seminars and training programs from 1980 to 1986, inside their force.
One of them who had travelled to Pinkafeld, Austria, devised some maps in Neuquen province for competitions inside the Army Brigade he was assigned to.

The Argentine Air Force continued practicing orienteering, given that this was one of the tests involved in the Aeronautical Pentathlon.
From September 20 to October 3, 1983, four Air Force officers participated in the Clinic on Orienteering Techniques as observers, representing the Argentine Military Sports Federation. They took part in the Seventeenth World Military Orienteering Championship by the International Military Sports Council (CISM) held in Curitiba, Brazil, and organized by the Brazilian Military Sports Confederation.

The team in charge of leading this Clinic was: Director: Lieutenant Colonel Av Nelson Luiz Trindade Rocha and Instructors: Mayor Paulo Sérgio de Oliveira Rocha, Major Geraldo Oliveira de Almeida, Captain Marco Antonio Cunha Maltez, and Captain Ilpo Laiho, from Finland (author of the “Guidebook for Orienteering Training,”1989, published by CISM).

A race was organized using the Ezeiza map at 1:20,000 scale, for students of the National Technical Education School of the state-run telephone company, Empresa Nacional de Telecomunicaciones (ENET - ENTEL).

At the National Institute of Physical Education of Mendoza Province, Orienteering Practical Lessons were taught and the map of a city park was charted.

Probably due to lack of knowledge, some facts of this decade have not been recorded. We apologize for unintentionally failing to mention any individuals and/or institutions that may have played a role; however, we would like to reassure them that if they have done something for the incipient development of Orienteering in our country, it has certainly not been in vain. MANY THANKS!

Orienteering in Argentina - Part One

Though Orienteering in our country has a definite date of emergence, it should be noted that several Physical Education Professors, who had visited or taken up continuous education courses in Sweden, Germany, France, Austria, etc., had become familiarized with this discipline but did not focus on developing it further.

1973

August
Osvaldo Bianchi received a grant to participate in a Competition in Austria. On his way back, Bianchi visited the Instituto de Educación Física in Madrid and the Ecole Interarm et des Sports. (EIS) at Fontainebleau, France, where he received a book on Orienteering (LA COURSE D'ORIENTATION) written by Lieutenant Colonel PIERRARD, which he translated to Spanish.

September

The Argentine Military Sports Federation (Federación Deportiva Militar Argentina - FDMA) and the International Military Sports Council (CISM), with the support of the National Government and the sponsorship of the Argentine Olympic Committee, organized an INTERNATIONAL SPORTS STUDY SEMINAR.

The seminar had approximately 1300 civilian and military participants, and speakers of world-class technical and scientific standing. The range of athletic sports activities that were addressed included “a new sport,” as they called it—Orienteering.
A large number of people registered in this section, which was led by lieutenant colonel ERICK KARLSSON and subject-matter expert PER OLOFF BENGTSSON (PEO), both from SWEDEN. A Physical Education Officer from the Argentine Army served as translator for both speakers.

Practical lessons took place at the former KDT Circuit (today, CLUB DE AMIGOS), and at the sites Campo de Mayo and Villa de Mayo, while theoretical aspects were taught at the San Martin Theater Complex in Buenos Aires City.
Since then, several people started working on the dissemination of this sport, both inside and outside the Armed Forces. A PE professor and an Army officer wrote articles in specialized publications.

November

PER OLOFF BENGTSSON (PEO) came back to Argentina, jointly with INGVAR LUNDSTRÖM and HARRY SÖDERBERG, and delivered the first course on Applied Cartography.
The result was the first three orienteering maps at the 1:20,000 scale.
The fourteen course participants and the three Swedish experts participated in the land survey and map design activities.

The first entity devoted to this sport was established under the name of "ASOCIACION AMIGOS DE LA ORIENTACION," similar to that existing in SPAIN at that time, following PEO’s suggestion, when he designed the map "CASA DE CAMPO", at the request of MARTIN KRONLUND (Swedish fencing professor living in Spain), considered the Father of Orienteering in SPAIN.
Unfortunately, our first entity was not able to deliver -for reasons beyond its control- on the goals it had set, and disappeared.

1974
July
Two Argentine Army Officers travelled to Sweden and participated in "The Five Days in Sweden."
August
Two officers of the Physical Education Service of the Argentine Army travelled to Pinkafeld, Austria, to participate in the World Orienteering Championship organized by CISM.

1975
The Military Institutes Command Unit of the Argentine Army, through its Infantry School, organized two courses, to promote Orienteering practices.

The maps that had been prepared in the 1973 course came from Sweden, where they were printed, and together with that of Ezeiza, they were used for the “FIRST ORIENTEERING CHAMPIONSHIP OF THE ARMED FORCES,” held on August 10-12.
The members of the Army team, which ranked first, were: Leader: O.Bianchi. Coach: R. Miranda. Athletes: E Cantoni, N Belingheri, S Lagos, D Kambic, J Balmaceda, A Gauna and A Marin.

1976

May
As from May, the military officers who were working in the civilian sphere on the dissemination of this sport were asked to discontinue their mapping activities, for safety reasons.
